She has to be to be the one to kill them in order for her to regain control and to regain her honor. She could have ordered them to be executed but in her mind letting anyone else kill them would be to admit that she couldn't handle them herself. Azula is always in control and suddenly she found herself without control over her friends, the situation, or even her own body.

But on top of that the best fire bender in the world (imo and probably her own as well) being beat up by Mai would have been embarrassing. I've already talked about how the betrayal itself destroyed Azula's whole world view. When Mai disabled Azula, Azula must have felt extremely ashamed and humiliated. But that's a boring answer so I'll try to conjure something more interesting that fits with her character.
